RICHARD BARTELL - SPECTRAL SCIENTIST

BEAVERCREEK, OHIO, December 3, 2012, Richard Bartell, Spectral Scientist for Riverside Research, has been recognized by Continental Who’s Who for leadership and technical excellence in spectral remote sensing and related electro-optical disciplines.

 

Mr. Bartell brings over 15 years of expertise in spectral remote sensing to his work with Riverside Research, a not-for-profit, scientific-research institution. Committed to supporting and enhancing the security of our nation, Riverside Research provides high-level technical advisory and engineering support to government entities, public agencies, and private subcontractors in the national-security and intelligence sectors.  Riverside’s Centers of Excellence conduct results-oriented research across key areas of intelligence, science, and technology: radar, airborne reconnaissance, technical intelligence, cyber, biomedical engineering, and electromagnetic sciences.  Riverside Research provides its sponsors with best-in-class systems engineering, advanced research, unbiased technical assessments, practical engineering solutions, senior program-management support, operations and maintenance support, and leading-edge continuing education within its fields of expertise.  Mr. Bartell was recently designated a Riverside Research Senior Technical Expert.  He has demonstrated repeated success in unstructured, demanding, and results-sensitive technical environments and throughout his career has served as a mentor. 

 

Mr. Bartell earned a Bachelor of Science in physics (engineering physics with a concentration in astronautics) from the U.S. Air Force Academy as a Distinguished Graduate in 1979.  He was awarded a Master of Science in Optical Sciences degree from the Optical Sciences Center of the University of Arizona in 1987.  His thesis title was “Atmospheric Corrections for In-Flight Satellite Radiometric Calibration” and his advisor was Dr. Phil Slater.

 

With over 20 years of experience in many aspects of electro-optical research and project management gained in a broad range of positions in both defense and private industry, Mr. Bartell is an expert in spectral remote sensing, worldwide atmospheric spectral transmittance variability and laser propagation.  Mr. Bartell currently provides technical guidance to spectral reconnaissance programs at the National Air and Space Intelligence Center.  Additionally, he has experience with night vision technology, laser physics and tactical flying.  After serving as an active duty officer in the United States Air Force in F-111 tactical fighter and technical intelligence assignments, Mr. Bartell worked as a senior optical engineer at Logicon Technical Services evaluating night vision goggle performance.  He then worked in the private sector a senior project engineer at LaserMike where he developed new lines of high precision laser non-contact industrial gauging equipment and then as a research engineer at the Environmental Research Institute of Michigan (ERIM)/Veridian Systems.  While with Veridian Systems Mr. Bartell was program manager for the Hyperspectral System Image Model (HySIM), a fully integrated end-to-end hyperspectral dispersive imaging spectrometer sensor system performance model. HySIM covers the visible through long wave infrared spectral regions and predicts single broadband through hyperspectral image data as acquired by space or airborne platforms.  As an IPA at the Air Force Institute of Technology Mr. Bartell led development of the unique High Energy Laser End-to-End Operational Simulation (HELEEOS) high energy laser engagement model for the DoD community.  HELEEOS features first-ever worldwide operationally-oriented performance estimates capturing expected multidimensional variability for all wavelengths from the visible to the long wave infrared.  Under his direction the team won the Air Force Modeling and Simulation Award for Planning in 2007.  Mr. Bartell has published numerous technical journal articles and conference proceedings and has served as a technical conference session chair.

 

Along with a strong educational background, he has been recognized for performing at a high level throughout his career. Staying abreast of the changes in his industry, he is a member of SPIE and was selected for membership in Sigma Xi and Mensa International.  He was recognized as the Best Liaison Officer Director in a 13 state region by the U.S. Air Force Academy in 2001.  He was also awarded an Outstanding Intelligence Analysis award from the USAF Foreign Technology Division in 1990.  In both 1984 and 1985 he won the Best Tactical Air Command Crew trophy in the Strategic Air Command’s annual Bombing Competitions and was handpicked for demanding, high visibility missions throughout his F-111 tenure.  Mr. Bartell is a retired Colonel from the U.S. Air Force Reserve and an adjunct professor at Sinclair Community College.  Aside from his professional endeavors and success, Mr. Bartell was involved with Honors Seminar of Metropolitan Dayton as a former president and vice president.  For more information about Riverside Research, visit http://riversideresearch.org.  More detailed information on Mr. Bartell’s career and research interests is available at http://riversideresearch.org/about/senior_technical_experts and http://www.linkedin.com/pub/richard-bartell/19/794/567, and also on ReaseachGate.
